The State Register of Waste Managers of the Republic of Lithuania

The State Registrer of Waste Managers consolidates information about:

  • Undertakings which collect, transport and treat waste, waste dealers and brokers and provide services for commercial subjects or individuals at the territory of the Republic of Lithuania;

  • Undertakings, which store hazardous waste for a period exceeding six months or non-hazardous waste – for a period exceeding one year on the site where the waste is produced.

 

Registration procedure to The State Register of Waste Managers of the Republic of Lithuania:

Procedure is managed electonically, through the Unified product, packaging and waste record keeping information system (PPWIS / GPAIS): https://www.gpais.eu

If execution of waste management procedure requires pollution permit or licence for hazardous waste management, such permit/licence should be issued before initiating registration.

Pollutions permits are required based on these legal acts:

Pollution permits/licences are not needed and registration procedure may be initiated at GPAIS right away For non hazardous waste management acitivites S1, S2, S3, S4, S6, S7 and hazardous waste dealers and brokers.

Insurance documents for some waste management activities

If waste manager intends to register waste management site, which will manage hazardous waste or tire waste, during performance of activities he should have valid insurance or bank quarantee (insurance documents) for this activities. Insurance documents may be checked by institucions, that run environmental control. Insurance documents may be received after Registration to the State Register of Waste Managers of the Republic of Lithuania, but it will be needed to confirm awareness about this requirement and intention to fullfill it during the registration.

 

Indentity confirmation, required information

Registration form to the State Register of Waste Managers is filled electronically, after subject confirms identity and registers account to PPWIS/GPAIS.

Identity confirmation and account registration should be started on the PPWIS/GPAIS page: Signup/Login to GPAIS

Indentity confirmation methods:

  • Electronically, through E-Goverment Gateway

  • Registration for foreigns people on the GPAIS site. During this registration electronicall copy of the identity document should by provided with the request.

  • In case representative of the subject is foreign citizen and E-Goverment Gateway cannot confirm his rights to represent foreign subject, written power of attorney or other legal document, cofirming rights to represent concrete subject may be provided to GPAIS help center: pagalba@gpais.eu

After successful Log in Registration to the State Register of Waste Managers of the Republic of Lithuania is done under the part “Waste manager”.

Documents and information that needs to be provided during Registration to the State Register of Waste Managers of the Republic of Lithuania:

  • waste management site data (address);

  • contacts of responsible person for waste management procedures at the site;

  • list of waste management procedures and waste codes

  • if hazardous waste or tire waste will be managed at the site - confirmation, that waste manager understands and will get required insurance documents or bank quarratee

No signature is requested, registration form is filled and submitted electronically.

Results of the procedure, deadlines

For non hazardous waste management acitivites S1, S2, S3, S4, S6, S7 and hazardous waste dealers and brokers: automatic confirmation forthwith after submitting registration form.

For other waste management acitivities: submitted registration form will be evaluated by responsible specialists and desicion will be submitted during 5 days after received registration request.

In case of no confirmation after 5 days: registration is not confirmed automatically, information about extended term will be given to the contact person.

 

Registered waste management sites and activites, that are cofirmed and may be run at the site are listed at GPAIS

In case waste management activity has due date information and is not valid (Negalioja) – it may not be proceded at the site.
